Emma O'Leary
Emma O'Leary is Head of the Norwegian Refugee Council's (NRC) Humanitarian Policy Unit, and a subject matter expert on the impact of counterterrorism measures and sanctions on principled humanitarian action. She has worked for NRC in field-based and policy positions since 2016, and has led the organization's work on this issue since 2018. She has carried out research and workshops on the topic in a wide variety of contexts including Afghanistan, Senegal, Nigeria, Palestine, Somalia and Yemen. She has a BA in politics and history, and received an MA in Latin American studies from the University of London.
