每天都有人员在冲突与暴力局势中,或者在流放、流离失所或移徙途中失踪。与此同时,人员下落不明会导致其亲属一直无法平复创伤与哀痛。战争或自然灾害结束很久之后,伤者得到了救治、遭到毁损的家园也得以重建,但失踪人员亲属仍饱受痛苦折磨。鉴于全球失踪人数之多,人员下落不明对家庭、社区及社会的代际影响之大,以及人为与自然灾害日趋国际化的现象,本期《评论》将专门探讨失踪人员问题,重点研究失踪人员及其家属的需求,旨在澄清失踪人员命运的机制以及为辨认死者身份所采取的措施。
