拘留可以采取各种形式,但剥夺他人自由的行为必然都会使被拘留者及其家属和整个社区付出代价。这些个人或集体承受的代价,往往都与其他经济成本相关,而当局不愿为这群远离公众视线的人承担这些成本。这种只顾短期利益的做法会对当前服刑人员以及未来整个社会产生严重不利影响。拘留活动旨在解决问题,而客观评估拘留政策的人道、社会、政治及经济代价则有助于避免此类活动成为问题的一部分。本期《评论》将审视拘留实践与政策的发展,重点讨论与维护被拘留者尊严相关的各种挑战,包括过度拥挤问题以及监狱人口老龄化问题。本期《评论》聚焦目前拘留工作中存在的诸多挑战,力图促进维护被拘留者的尊严。
