本文对联合国安理会在多大程度上可以克减占领法这一热点问题进行了简明扼要的分析，得出的结论是：安理会不能克减国际人道法中明确具有人道性质的那些规定（即人道性质的公共秩序规则）；无论如何，均不能推定可以克减国际法或国际人道法；就2003年以来对伊拉克占领的情况而言，安理会尚没有以任何方式克减占领法。
