Dr. Toni Pfanner was the Editor-in-Chief of the International Review of the Red Cross from the beginning of the year 2002 until the end of the year 2010. Toni Pfanner holds a doctorate in economics from the University of St Gallen and a law degree from the University of Bern, Switzerland. Currently Head of the ICRC Legal Division, he previously served as an ICRC delegate and as head of delegation in Israel, Iraq, Chad, Afghanistan and South Africa.
