Marc Offermans, a former lecturer at the Catholic University of Louvain, is currently legal adviser of the Commission for National Defence Problems (CPND), on which he represents the Ministry of National Defence. He is also the Secretary of the Interdepartmental Commission for Humanitarian Law (ICHL) and a professor at the Military Administrators' Academy.
