Dr. Kamen Sachariew graduated from the Moscow State Institute for Foreign Relations in 1982 and since 1983 has been research fellow at the Institute for State Theory and Law in East Berlin, German Democratic Republic. His present areas of research include the theoretical aspects of implementation of international law. In 1987 he successfully defended his doctoral thesis entitled “Aktivlegitimation bei Verletzung multilateraler Verträge”.Dr. Sachariew attended the Polish Red Cross and ICRC's 1986 summer course on international humanitarian law in Warsaw and does dissemination work for the German Red Cross of the German Democratic Republic.His major publications are: Die Rechtsstellung der betroffenen Staaten bei Verletzungen multilateraler Verträge, Berlin 1986; “Norm und Rechtsverhältnis im Völkerrecht” in Staat und Recht, 6/1988; “State Responsibility for Multilateral Treaty Violations: Identifying the ‘Injured State’ and its Legal Status” in Netherlands International Law Review, 1988, Vol. XXXV, No. 3.
