Jean-Luc Blondel was born in 1953. He studied in Lausanne, Göttingen and Washington and holds a doctorate in theology. He became an ICRC delegate in 1982 and has carried out missions to El Salvador, Jerusalem and southern Africa. Jean-Luc Blondel is head of the ICRC's Division for Policy and Cooperation within the Movement.
