Germán Parra-Gallego was an ICRC Deputy Coordinator for the protection of detainees in Mexico and Central America, and a Legal Adviser for the ICRC in Colombia. He is a lawyer and specialist in human rights and international humanitarian law, a graduate of the National University of Colombia and American University Washington College of Law. Currently, he is a doctoral researcher in the Faculty of Law and Criminology of Ghent University.
